Abstract:
Many families that immigrate to the United States encounter obstacles to accessing community resources due to their educational level and language barriers. The Park Avenue Foundation implements an Adult ESL program focusing on learning the English language and community resource education for low-income and/or recently immigrated Latino families living in the Central and Powderhorn neighborhoods of south Minneapolis. This evaluation proposal uses a combination of process and outcome evaluation questions to determine whether or not the Friends & Amigos adult bilingual program is reaching its goals.
